Our zero-tolerance standards against CSAE and CSAM.
This document sets out Mujō's standards against Child Sexual Abuse and Exploitation (CSAE), including CSAM (Child Sexual Abuse Material). These standards apply to the Mujō messaging application and all related relay infrastructure (collectively, the "Service").
Mujō is intended for users aged 16 and above. Persons under 16 are not permitted to use the Service.
Mujō has zero tolerance for CSAE and CSAM. Content or behaviour that sexualises or exploits minors is strictly prohibited, without exception.
Mujō’s relay infrastructure is architecturally incapable of reading message content all messages are end-to-end encrypted before leaving the sender's device, and no decryption key is held by æ Aeonian Engineering Limited or any third party. This is a deliberate design choice to protect user privacy.
This means that content-based detection of CSAM at the relay level is technically impossible by design. This is consistent with the architecture of other end-to-end encrypted communications services.
Despite this technical constraint, we take the following steps to enforce our zero tolerance policy:

Where required by applicable law, or when we determine it is necessary to protect minors, we will report suspected CSAE or CSAM to competent authorities and cooperate fully with lawful investigative requests. We will preserve relay metadata associated with reported device tokens for as long as legally required.
Users are solely responsible for the content they transmit. End-to-end encryption protects privacy it does not confer legal immunity. Transmission of CSAM is a serious criminal offence in virtually every jurisdiction worldwide, including Hong Kong , EU member states, the United Kingdom, and the United States.
